DE Dept. Of Health & Special Services: Final 2024 Report
On Tuesday, April 30, 2024, the CWA Local 13101 Bargaining Committee reported:
The DHHS Social Worker Case Managers were presented with and ratified our tentative agreement achieved with Delaware’s Department of Health and Human Services.
The agreement achieved our two main objective of a substantial wage increase and establishing a wage schedule that, for the first time, recognizes time in service to the State as part of their wage schedule.
Under the agreement, base wages will increase between 11% and 25% in the first-year dependent on State seniority, and with 17.5% minimum to 33.5% maximum over the term of the three-year contract.

This agreement clearly demonstrates what being an active member of CWA and Local 13301 can achieve.
Merit employees without a collective bargaining agreement will receive a base wage increase as mandated by the State of Delaware of just 2%.
